Elected as Deputy for St Sampson on a "Vote for Change" platform — a mandate to challenge the status quo.
SACC President
Became President of the States' Assembly and Constitution Committee. Delivered Simultaneous Electronic Voting and established the Independent Commissioner for Standards.
Re-Elected
Won his seat again with the slogan "Fight for what's right." Continued championing island-wide voting, education reform, and government accountability.
Led Anti-GST March
Led the Red Ribbon anti-GST march from North Beach to Market Square in St Peter Port. Thousands of islanders attended alongside fellow Deputies.
Wind Farm Advocate
Co-authored the Offshore Wind Scoping Report with Deputies Blin, De Sausmarez, and Dyke — identifying 610 km² of viable seabed and a path to over £150 million a year in revenue.
Narrowly Missed Re-Election
Received 5,225 votes — just 233 behind the last elected Deputy. The mandate is clear: Guernsey wants Carl back.
